I love bold styles like this, but always wonder when the appropriate time to wear them is?

It really depends on how you feel. If you like to make a bold eye statement during the day – go for it! I personally tend to go bolder in the evening.
You can always go with a bolder eyeliner colour, rather than doing a fuller made-up eye. And if you are nervous using a bold colour on your lips, either blot it on with your finger or try a gloss version for sheer colour.
